Sri Krishna Commission Report

AP1

Bellur Narayanaswamy Srikrishna known as Justice Srikrishna is an Indian jurist and a retired Judge of the Supreme Court of India. From 1993-98, he headed the well-known Commission of Inquiry, the Srikrishna Commission as it became known, which investigated causes and apportioned blame for the Bombay Riots of 1992-93.

A Five member committee was formed on separate Telangana with Srikrishna as the chairman of the committee in March 2010. The committee has submitted its reports on 6 january 2011. Other members of the committee are

Vinod Duggal - former Union Home Secretary
Ravindar Kaur - professor at IIT Delhi
Abusaleh Sharif - Ph.D is a Senior Research Fellow at the New Delhi Office of International Food & Policy Research Institute
Prof. (Dr.) Ranbir Singh, Vice-Chancellor - National Law University

The six options listed the by the Committee are:

1. Maintaining status quo: The committee said it is of the unanimous view that it would not be a practical approach to simply maintain the status quo in respect of the situation.

"Some intervention is definitely required and though maintaining the existing status quo is an option it is favoured the least," the panel says.

2. Bifurcation of the state into Seemandhra and Telangana; with Hyderabad as a Union Territory and the two states developing their own capitals in due course:

"There is a definite likelihood of serious backlashes in Telangana region and on overall consideration, the committee found this option was also not practicable."

3. Bifurcation of the state into Rayala-Telangana and Coastal Andhra Regions with Hyderabad being an integral part of Rayala-Telangana:

"This scenario is not likely to be accepted either by the pro-Telangana or by the pro-United Andhra protagonists. While this option may have economic justification, the committee believes that this option may not offer a resolution which would be acceptable to people of all three regions," it says.

4. Bifurcation of Andhra Pradesh into Seemandhra and Telangana with enlarged Hyderabad metropolis as a separate Union Territory. This Union Territory will have geographical linkage and contiguity via Nalgonda district in the south-east to Guntur district in coastal Andhra and via Mahaboobnagar district in the south to Kurnool district in Rayalaseema:
"This is likely to receive stiff opposition from Telangana protagonists and it may be difficult to reach a political consensus in making this solution acceptable to all," it says.

5. Bifurcation of the state into Telangana and Seemandhra as per existing boundaries with Hyderabad as the capital of Telangana and Seemandhra to have a new capital:

"The committee feels that this option has to be given consideration. The continuing demand for a separate Telangana has some merit and is not entirely justified. In case this option is exercised the apprehensions of the coastal Andhra and the Rayalaseema people and others who were settled in Hyderabad and other districts of Telangana with regard to their investments, properties, livelihood and employment would need to be adequately addressed.

"Considering all aspects, the committee felt that while creation of separate Telangana would satisfy a large majority of the people from the region, it will also throw up several serious problems. Therefore, after taking into account of the pros and cons the committee did not think it to be most preferred, but the second best option. Separation is recommended only in case it is unavoidable and if decision can be reached amicably amongst all the three regions."

6. Keeping the state united by simultaneously providing certain definite constitutional/statuary measures for socio-economic development and political empowerment of Telangana region-creation of a statutorily-empowered Telangana Regional Council:

"In this option, it is proposed to keep the state united and provide constitutional/statutory measures to address the core socio-economic concerns about the development of the Telangana region. This can be done through the establishment of a statutorily-empowered Telangana Regional Council with adequate transfer of funds, functions and functionaries. The regional council will provide a legislative consultative mechanism for the subjects to be dealt with by the CKrishna ouncil.

"The united Andhra option is being suggested for continuing the development momentum of the three regions and keeping in mind the national perspective. With firm political and administrative management it should be possible to convey conviction to the people that this option would be in the best interest of all and would provide satisfaction to the maximum number of the people in the state.

"It would also take care of the uncertainty over the future of Hyderabad as a bustling, educational, industrial and IT hub/destination. For management of water and irrigation resources on an equitable basis, a technical body, ie, water management board and an irrigation project development corporation in expanded role have been recommended. The above course of action should meet all the issues raised by Telangana people satisfactorily.

Among other things, the commission also asked to:

*Examine the impact of the recent developments in the State on the different sections of the people such as women, children, students, minorities, other backward classes, scheduled castes and scheduled tribes.

*Identify the key issues that must be addressed while considering these matters

*Consult all sections of the people, especially the political parties, on these matters and elicit their views; to seek from the political parties and other organisations a range of solutions that would resolve the present difficult situation and promote the welfare of all sections of the people; to identify the optimal solutions for this purpose; and to recommend a plan of action and a road map.

*Consult other organisations of civil society such as industry, trade, trade unions, farmers' organisations, women's organisations and students' organisations on the aforesaid matters and elicit their views with specific reference to the all-round development of the different regions of the State.

Aches + Pains = No Sleep

Sleep

It's a vicious cycle -- pain keeps you awake, and sleeplessness makes pain worse.
Aches and pains

give everyone a sleepless night now and then. It doesn't take much -- a pulled muscle from an overenthusiastic workout or an afternoon spent helping friend move furniture. Next thing you know, you're lying in bed at 3 a.m., staring at the ceiling above your bed, aching, and praying for unconsciousness.

While most aches fade pretty quickly, painful and sleepless nights are the norm for people living with chronic pain. "Between 50%-90% of people with chronic pain say that they don't sleep well," says an expert on the connection between sleep and pain. They wake up feeling like they never went to bed.

Not getting enough sleep can have a poisonous effect on your whole life. It makes you feel rundown and depressed. Your job and family life can suffer. If your sleeplessness is keeping up your spouse too, that can cause even more problems. And that's not all.

There's very good data that suggests that disturbed sleep can worsen your pain. It's a vicious cycle: pain prevents you from sleeping, and not sleeping makes the pain worse.

The good news is that there's a lot that you can do -- on your own, and with your doctor -- to break the cycle. With changes to your lifestyle and possibly medication, you can finally get the good night's sleep you crave.

Pain

"During a normal night, we all go through cycles of light sleep, deep sleep, and REM [rapid eye movement] sleep. This cycle is repeated three to five times a night. Getting enough deep sleep and REM sleep are key to feeling refreshed in the morning.

The problem is that pain interferes with this cycle. Sudden severe pain can make you bolt upright from a sound sleep. But even milder pain can cause "micro arousals," These are periods when your pain breaks through and bumps you back into the light sleep stage. You may not become conscious, and the next day you won't remember waking up. But your fragmented sleep can leave you feeling like you didn't get any rest at all.

Pic

Any pain can interfere with sleep. But some common causes of disturbed sleep are:
" Headaches
" Back pain
" Jaw pain
" Arthritis
" Fibromyalgia, which can cause pain throughout the body's muscles, ligaments, and tendons
" Neuropathy, or nerve pain
" Premenstrual cramping

It's not just the intensity of pain that can make it hard to sleep. Pain that varies -- that is worse some days than others -- is often the most likely to cause sleeplessness. If you have constant pain for six months, you figure out how to cope with it. But if the pain level goes up and down, if it's unpredictable, you can't get used to it and it can really interfere with sleep.

Experts strongly recommend that people with chronic pain and insomnia practice good "sleep hygiene," a medical term for good sleep habits. These suggestions aren't specific to people with chronic pain -- they can help anyone with sleep problems.

" Cut back -- or cut out -- the caffeine. If you're overtired, coffee, tea, and caffeinated sodas may help you get through the day. But in all likelihood, they're just worsening your problem, since they disturb your sleep at night. So struggle through a few days without your dose of caffeine and see how you do.

" Avoid naps. "Napping during the day just reduces the amount you can sleep at night," says Roth.

" Exercise, but not too late. While physical activity is good for everyone, intense exercise -- especially in the late afternoon and evening -- can rev your body up and make sleeping at night difficult. So try a more moderate exercise routine and make sure to do it before the evening.

" Cut out the alcohol in the evening. A nightcap might seem like the perfect way to put yourself to sleep. But the problem is that alcohol can interfere with your sleep cycles and wake you up later.

" Don't overeat in the evening. A stuffed stomach may make it harder to sleep.

" Make your bedroom a calming place. It's very easy to have your bedroom become a multipurpose dumping ground. It might be filled with baskets of laundry, your kids' toys, and a blaring TV. But experts say that you should make your bedroom a more neutral, soothing place. In fact, they recommend that you reserve you bedroom only for sleeping and sex. Get rid of the distractions.

" Relax before bed. Don't do anything before bed that could get you anxious or excited. Avoid doing work in the evening or even getting into serious discussions with your spouse. Instead, try focused relaxation or breathing exercises.

" If you can't sleep, don't lie awake in bed. Willing yourself to sleep won't work -- you'll probably just make yourself anxious. So if you're not asleep within 15 minutes of lying down, get out of bed and do something else. Read a book. Take a bath. Listen to soft music. Once you feel yourself getting tired, get back into bed.

Get up at the same time every day regardless of when you went to sleep. It's one way of managing to overcome the sleeplessness.

Bipasha helps co-star Rana Daggubati in Hindi

Bipasa

Bipasha Basu has been helping her Dum Maro Dum co-star Rana Daggubati with his Hindi. Considering her own command over the language, her helping the Hyderbadi hero is quite ironical.

She laughs, "Now whenever he asks me about a word, I'll charge him a fee. He's really nice, like our usual crop of young heroes in Bollywood, hassle-free. Doesn't feel like he's any different from Mumbai heroes." Most of her interaction in the film is with him

She adds, "I have very little to do with one of my favourite co-stars Abhishek. There's also Prateik in the film, who is an interesting young actor.

My Name is Khan to contend at the Oscars?

Karan Johar's My Name Is Khan may have missed out by a whisker to Peepli [LIVE] on being India's official entry to the Oscars this year but there is a possibility that the SRK-Kajol starrer may find its way to the Academy awards list of nominations. The film has made it to the reminder list of movies eligible for this year's Academy Awards, joining box office heavyweights such as Inception, Iron Man 2 and Black Swan.

SRK

The film has managed to do phenomenal business in the overseas market and this fact could have helped getting the film prominence among the international audience. One will have to wait and watch if MNIK does make it to the final nominees list which is scheduled to be announced on Jan 25. If it does, it would certainly call for one big celebration in the KJo-SRK camp.
